THE ROLE OF SHIPPING IN ENHANCEMENT OF ECONOMICAL POTENTIAL OF UKRAINE


By analyzing of present condition of shipping in Ukraine, come to unfavorable conclusion: positions of national shipping companies, both state and private, grow weaker every year. Flow of carriages under Ukrainian flag falls every year and, it’s a pity, but hopes for situation change to better are not seen.
Nowadays in Ukraine problem of fleet absence the same as absence of workplaces for sea professionals that graduated from our marine educational institutions is keen one.
As the result the outflow of qualified staff from Ukraine into foreign companies takes place. Namely, labor migration is one of numerous aspects of deep and overall system crisis in our country.
Ukraine occupies the 5th place in the world among countries that hand over marine staff on merchant marine. Almost 100 thousands of Ukrainian seamen work abroad. On the one hand, we can be proud of this, because one seaman in twenty in the world is Ukrainian, and on the other hand, it is evidence of that if we do not begin to build own new fleet and to prepare for it marine staff, we will never be able to renew status of Ukraine as marine state, leader of shipping branch.
At present moment, increasing of demand for sea and river vessels is observed. It is result from development of grain, timber, scrap and steel export out of Azov and Black Sea regions. So, there is keen necessity in building of new multi tonnage fleet.
There are 18 marine trade, 4 fishing and 13 river ports in Ukraine. Main marine ports of Ukraine: Ilichevsk, Yugniy, Mariupol, Odessa, Reni, Kherson, Nikolayev. Main inside river backbone is river Dnepr. Therefore, it is urgently necessary that this infrastructure is used mainly for national function and fleet that is under Ukrainian flag.
Merchant seafaring is a sphere of economy that provides each country with goods, producing of which is impossible or unprofitable on the territory of this country, it helps to realize export potential of each country, assist to the growth of competitiveness of its goods at the international market. Merchant seafaring has strong influence on the development of such branches as shipbuilding, ship repairing, steelification, instrument engineering and others. Simultaneously, merchant seafaring per se will be able to become essential source of replenishment of country budget. There are countries, for example, Greece, Norway for whom the one of clause of foreign currency inflow to the country is marine cargo carriages. Ukraine received sufficient potential in this sphere of activity; it had opportunity to become the third country in the world where state budget was formed mainly by inflow from marine cargo carriages, but Ukraine lost it quickly because of poor actions along reorganization of national merchant seafaring. That’s why rapid development in the country of this sphere of economy will set up, as it occurs in other countries, conditions for increasing of economy growth rates.
If to consider education school for specialists of marine transport in Ukraine, it has great history and, therefore, professional base of staff training in different spheres of shipping.
Several tens of institutions of higher and intermediate education turn out annually marine specialists, but, it’s a pity, they replenish staff of foreign marine shipping companies. I.e. the one of leading branches ‘Sea and river fleet’ replenishes budgets of other marine countries through Ukrainian educational institutions.
Policy of Ukraine in the sphere of sea and river fleet is calculated on the period of 2008-2035. It’s too great term for development – within such period country will lose not only fleet but also all marine staff! And in such situation it will be impossible to revive fleet, because scientific, intellectual potential, staff will be lost.
By this time age of Ukrainian vessels exceeds 27 years. So, Ukrainian fleet has become ‘out of date’ and won’t be able to compete at the nearest future because vessels won’t be able to enter traditional marine ports of the world. Real perspectives of Ukrainian fleet do not give hope to seamen and Ukraine in whole.
It’ s well known that Ukraine possesses good geographical conditions with water inside and outside scopes, that means it is necessary to develop building of vessels of different types in which more than 1000 country enterprises and foreign ones will be able to take part. The development of marine transport will help almost all branches of Ukraine and increase economy growth for no more than 7 years!
Today we drop behind leading countries upon 20 years. Therefore, moral and professional qualities of marine specialists have changed, because nowadays the most part of seamen works on automatic vessels with high level of comfort and safety on the vessel at sea. Staff training for foreign shipping companies is led taking into account reduced quantity of crewmen, but with assignment of greater responsibility on seaman.
Need in extraction of new energy resources out of seas and oceans will demand from marine educational institutions creation of new specialties on which it will be necessary to educate specialists for no less than 5 years.
Common questions exist, i.e. perspectives of investment activity in the sphere of sea and river transport and also mechanism and investment possibility in shipping in whole, port infrastructure and staff potential in the branch that demand immediate solution.
In connection with the development of national economy of Ukraine, in future increasing of maritime traffic within inside water-ways and freight turnover of marine transport will be necessary. Also usage of methane carriers, tankers, building of complexes for reprocessing of hydrogen sulfide and extraction of oil out of the Black Sea are important part of national economy. And, therefore, keen necessity in ‘development’ of marine staff for us, for Ukraine will arise!
One of the effective investment programs can be concentration of all Ukrainian fleet under one control basing on agreement and equality of interested sides in.
At current stage Ukraine has lost control over marine transport, therefore, professional staff not only sea but also river, fishing, cruise, port fleet.
Branch credit policy exists only on paper… Country order on vessels that will work on national economy with low credit rate within several years (no less than 5-7 years) is necessary.
If to take into account current situation, fleet is necessary already ‘yesterday’! Country can stay without fleet at all, if it does not draw attention to so important branch right now.
Vessels must be built by big enterprises of the branch, and also by chemical, oil, agricultural ones, basing on leasing with country support under control of enterprises that have great experience in the shipping sphere.
In education and training of marine staff it is necessary to take into account group, type, background of high command of vessels during controlling and also skills, awareness of work of these vessels.
Now accidence on fleet is increasing while fleet indeed is decreasing! Democratic principles are good but not at sea. Here, master makes decision personally basing on opinion of high-ranking crewmembers of a vessel.
Modern crew retraining that is based on commerce does not permit to estimate sufficiently professional qualities of under test one that leads to bad, poor service of mechanisms and equipment on vessels, and as the result there are accidents and sometimes even with fatal outcomes ones.
Considerable place that has influence on seafaring safety is occupied by providing of vessels safety against pirate captures within problem navigation areas. Therefore, seamen must be notified beforehand at least partly about possible danger and prepared accordingly. Because high-ranking crewmembers cannot make themselves, crew, vessel, cargo and ship-owner save against pirate captures without passing of definite shore training courses. I.e., in the process of seamen retraining, it is obligatory to add to the educational program ways of protection against pirate attacks, methods of struggle and seaman status on a vessel during capture that will help seamen and all interested ones in branch development and safety to avoid many troubles. Such courses must be coordinated by military specialists.
Resume. If we look at transport fleet under Ukrainian flag, we see, as a rule, old vessels. Many of them reached limiting age, people of mostly preretirement and retirement age works on them. Hirsute youth prefers foreign vessels where salary is higher.
And if by common efforts of all interested sides in we will not change this situation, there is almost nothing of merchant marine will be left soon.
Ukrainian shipping companies and seamen do not feel themselves as protected by own country at the international market. It was brightly shown by practice of arrests of vessels under Ukrainian flag that we could observe during last years. Inertness and disregard of our authorities lead to that vessel stays alone in difficult situations abroad with its problems.
In our state there is still no understanding that it is necessary to support national fleet at different levels. Mechanism of quota system of foreign-trade cargoes carriages in order at least some part of them (20-30-40%) is guaranteed oriented for national tonnage is necessary. And just when there is no free fleet under Ukrainian flag, this part is moved to foreign carriers.
It is necessary to return former scientific potential to marine fleet and continuously to develop it. But without comprehensive collaboration and help of the country it will be unreachable nowadays.
By launching (renewal) of branch, it will be able to bring to the country budget about 30 milliards of USA dollars annually, to return lost qualified marine staff for working for benefit of Ukraine economy.
Modern new fleet is modern develop country that is reliable trade partner at the world market!
